Abstract

The following interview is an activity of the Research Project titled: “Interoceanic Corridor of the Isthmus of Tehuantepec: A Perspective from International Security Studies and Comparative Politics”, registered at the Isidro Fabela Institute of International Studies, Universidad del Mar, with Programmatic Unit Key 2IEI2303, approved on July 11, 2023. The author appreciates the suggested and complementary questions from Noemí López Santiago, Teresa E. E. Hayna de Lozanne, Pedro González Olvera, Lizbeth Peñaloza Velasco, Isaac González García, Lucero de Jesús Ruíz Guzmán, Carlos Argüelles Arredondo, Indra Labardini Fragoso, Mayra Lizbeth Argüelles Herrera, and María del Rosario Enríquez Rosado. Vice Admiral Raymundo Pedro Morales Ángeles was born on July 4, 1966, in the City of San Ildefonso, Sola de Vega, Oaxaca. He is a Naval Sciences Engineer graduated with honors. His academic background includes studies at national and foreign institutions. He pursued Master’s degrees in National Security and Naval Administration. He completed diplomas in Telematic Technologies and Information Security. He has received various decorations, published works, and delivered conferences. Since February 2018, he served as the Director of the Naval Higher Studies Center (CESNAV) of the Navy Secretariat. In early 2023, he was appointed as the Director General of the Interoceanic Corridor of the Isthmus of Tehuantepec at the federal level.

Alberto Lozano Vázquez, Universidad del Mar

Director of the Isidro Fabela Institute of International Studies and Full-Time Professor-Researcher at the Universidad del Mar, Huatulco Campus, Oaxaca. President of the Mexican Association of International Studies (AMEI) for the period 2017-2019. Master’s and Doctorate in International Studies and Comparative Politics from the University of Miami. Bachelor's degree in International Relations from UNAM, FES-Acatlán, graduated with honors. From 2008 to 2013, he was a CONACYT fellow. He led the Academic Body: Security, Foreign Policy, and Development in the Americas (UMAR-CA-34). From 2014 to 2020, he was part of the Technical Council of CENEVAL for the General Examination for the Bachelor’s Degree in International Relations (EGEL-RI). He is recognized as a Professor with Desirable Profile (PRODEP-SEP) and is a member of the National System of Researchers (SNI-Level I). Member of the Academic Board of the Master’s in International Relations: Environment of the National Postgraduate System of CONACYT (2019-2024). He was the Fulbright-García Robles Mexico Studies Chair (COMEXUS) at Juniata College, Pennsylvania, USA (Spring 2022), where he taught courses in Mexican Political History and Transnational Organized Crime. He is the Director of the Mexican Yearbook of Global Affairs published by the Universidad del Mar. His research areas are: International Relations theories, Security Studies, and Mexico-U.S. Relations.
