Abstract

Stenographic version of the paper presented at the XXV Congress of the Mexican Association of International Studies, Playa del Carmen, Quintana Roo, October 13-15, 2011, which began as follows: “First of all, allow me to express my gratitude to the Mexican Association of International Studies, represented by its president, my old friend since the early eighties, Professor Dr. Manuel Martínez Justo, for the honor of inviting me to participate in the XXV Congress of the Mexican Association of International Studies, in whose activities I had not participated since the Congress held in Puebla in the summer of 1989. All of this to be part of this well-deserved roundtable in tribute to Professor Dr. Modesto Seara Vázquez, alongside Professor Dr. Manuel López Quero of the Polytechnic University of Madrid and the former governor of the State of Oaxaca and currently Senator of the Republic of Mexico, Mr. Eladio Ramírez López.”
