New International Actors: The Case of Refugees in San Luis Potosí, Mexico

This article analyze the process of receiving refugees as new international actors in Mexican entities and questions whether the Mexican government has a defined migration policy or has only been conjunctural. We address the background in international relations, particularly around the migration issue, to understand the position of Mexico’s migration policy in recent years and expose the reception of refugees in the state of San Luis Potosí. The labor inclusion of refugees in San Luis Potosí is an example of paradiplomatic efforts of cooperation between international organizations, local and national business chambers, and subnational governments in Mexico.
